输煤程控系统能完成电厂正常运行时的上煤、配煤控制；输煤设备运行状况监测及安全联锁、保护等功能，同时对输煤系统相关电源进行监测和控制。输煤程控系统可以与辅助车间控制网系统进行通讯，以便在主控制室可以对输煤系统进行监控。两个系统间采用10/100M冗余

连接，输煤程控厂家提供冗余光纤通信接口，并提供通讯所需的相应资料，包括软件等。输煤程控系统并能完成与输煤广播呼叫系统、输煤闭路工业电视系统的联锁及通信接口。系统在上位机上可控制输煤系统主要设备的起停、设有起车预告系统、故障声光报警系统、并有故障显示、验灯功能。能够显示皮带及伸缩皮带的运行状态、碎煤机、筛煤机等设备的状态指示、显示故障位置和性质、煤仓的高低煤位显示。
系统上煤控制功能分自动、手动及就地三种方式。
配煤控制功能分为程控配煤和手动配煤。
